Installation Management Command employees enjoy a free ride to work 110916

More than a dozen Installation Management Command employees ride to and from work for free in a VIA Van Pool, through the US Army Mass Transit Benefit Program.
"All I can say is this is the best thing since sliced bread – nope it’s better than sliced bread! Love it!" said passenger Debbie Martin, an IMCOM Family and MWR programs employee. "It’s less wear and tear on us, less wear and tear on our wallets, and less wear and tear on the environment."
Kelly Sandifer, who works in IMCOM resource management, saw a VIA vanpool van on Fort Sam Houston and became intrigued. He decided to start a van pool service for IMCOM employees. Through his search for vanpool-interested employees, he met Tammy Copus, who works in IMCOM Family and MWR Programs. Copus assisted Sandifer in getting the program started, and now serves as the alternate point of contact.
Sandifer had good reason to start a vanpool; previously he drove over 62 miles a day (each-way) in his own vehicle between home and work.
"I was able to sell my extra car, and when you add up fuel, oil changes, tires, and insurance, it’s a huge savings; over 0 per month for me," said Sandifer.
It’s not just about money; the approval of van pools is another positive step the command is taking to reduce our impact on the environment. The program has already taken nearly three dozen cars off the road, reducing traffic, congestion, parking issues, and most importantly, pollution and harmful emissions.
Each vanpool group can have 4 to 15 employees. Members of the vanpool can volunteer to serve as a driver if they wish. Once a group is officially enrolled, the van pool coordinator receives a fleet gas card, which is funded through the MTBP, and a 7-, 12- or 15-passenger van, which is provided by Enterprise Rent-a-Car and paid for by the MTBP.
Participants have to commit to riding in the vanpool at least 50% of each month.
"As our Leaders have said, we are in a new Fiscal Reality. The impact is far reaching and has not only affected the DoD but our personal lives as well," said van pool passenger Jeffrey Fitton, an IMCOM training directorate employee, when describing the benefits of the program.
"By taking part in the VIA Van Pool program, I can prevent unnecessary wear and tear on my car and I can save 0 a month by not having to pay for fuel," said Fitton. "Why would anyone not want to save money?"
Sandifer said that there are two main reasons.
"Some folks just don’t want to ‘loss their liberty’ in being able to come and go as they please. Others feel they won’t get the support of their leadership when they have to leave work at a specified time every day", Sandifer said. Other than that this thing is really taking off."
Service to the vehicle and insurance is also provided by Enterprise Rent-A-Car. For most situations, there is no cost to the employee for participating in the program.
Some participants use the commute to catch up on e-mails, sleep or simply chat with fellow riders.
"One of our riders sits in the back of the van most days and works on her laptop," said Copus. "The other riders try to be as quiet as possible when necessary, but all other times there is normally a lot of socializing and laughter."
Copus also described an afternoon commute when two employees needed to participate in a conference call. The fellow passengers respected their need for a quiet atmosphere until the call was over. They even adjusted their usual ride time by five minutes to ensure the two individuals would be on time for their call.
"It’s like getting an extra step increase," said David Abbott, a telecommunications specialist at IMCOM, when asked to describe the van pool.
There are currently three active van pools to the new IMCOM campus on Ft. Sam Houston and there is great potential for more. The current areas being serviced are Boerne, New Braunfels and the Stone Oak. More vanpools will start at the end of September in the areas of Schertz, New Braunfels and Highway 281 North (Evans Road & Bulverde).
If an unforeseen scheduling conflict occurs and a van pool rider has to leave their place of business, the Certified Auto Ride in an Emergency program is offered for a fee of five dollars per year. According to the Care Program, "for an annual fee, you can receive four free cab rides to use during the year…whenever an emergency arises."
If a vanpool rider enrolled in the Care program needs to get home early for unforeseen circumstances or can’t wait for the normal commute time because of an illness, a sick child or family member, the normal ride left early or unexpected overtime, they’re eligible for a free taxi ride, and the waiting time is less than 20 minutes.
IMCOM employees can sign up to participate in the VIA van pool by accessing the signup sheet in the shared drive or by contacting Kelly Sandifer or Tammy Copus.

If an employee chooses to ride public transportation to work by means of the San Antonio VIA bus system they are also eligible to receive benefits through the MTBP, which covers the cost of a monthly bus pass.
The MTBP originated 21 April 2000, via Executive Order 13150, "Federal Workforce Transportation." The executive order requires Federal agencies to provide employee incentives to use public transportation in their commute to and from work.
All Army employees (military and civilian) are eligible to use the MTBP mass transportation fare subsidy when using public transportation or van or car pools for their work commute. The MTBP goal is to reduce the air pollution and traffic congestion while expanding commuting alternatives.
If you are a handy person, then you will want to do a lot of things all by yourself. The only down fall is to adequately find what you are looking for you have to know what the problem is first. If you know what you need to work on then you can find anything from how to guides to walk you through the process to actual video that will show you exactly what you need to do and how it should look when it’s all said and done. There are many great guides, if you know where to look.As always no matter if you are experienced or not if you feel you can’t adequately perform the job, then don’t. If you do the auto repair wrong you’ll be faced with having to take it to someone to fix both the original problem and any subsequent problems your botched service might have caused. México sangra. En paralelo a la supuesta "guerra contra el narco" vemos teñirse de verde olivo el territorio del país. La militarización es parte de la guerra global impulsada por el gobierno de Estados Unidos tras el 11 de septiembre, creando a sus nuevos enemigos: el terrorismo y el narcotráfico. En plena sintonía con sus amos del norte, el gobierno mexicano ha lanzado su propia guerra, creando un estado policiaco y criminalizando la protesta social.
La militarización conduce a formas de control social que en nada envidian a las utilizadas por las dictaduras de los años 70: de las cámaras de video a las cámaras de tortura, pasando por las desapariciones y masacres, el régimen echa mano de todos los recursos para establecer nuevas condiciones de esclavitud. A la barbarie de los decapitados, “encobijados”, “pozoleados” y demás salvajismos con que los medios nutren el miedo social, se suman las “altas tecnologías” del espionaje electrónico (teléfonos e internet), así como las ofertas de importar mercenarios “que sí puedan” exterminar a los criminales. De este modo, el miedo y el silencio aparecen como las recetas mágicas salidas de los manuales de guerra sicológica para acostumbrar los medios a la "auto-censura", consiguiendo también que la población sea mucho menos sensible a la violencia estatal y paramilitar dirigida contra los movimientos sociales.
Puede sonar exagerado hablar de "nueva esclavitud", pero tal es la apuesta de los poderosos: los grandes empresarios, nacionales y extranjeros, el gobierno de Estados Unidos y los neoliberales de México están decididos a derribar todos los obstáculos que les impiden aumentar sus ganancias y su control sobre el país. Se trata de apropiarse de las riquezas naturales y explotar con mayor intensidad a los trabajadores mexicanos. Los ejemplos sobran. Miremos los alcances de la ofensiva de patrones y políticos contra toda la población:
1. Militarización. Si bien en México nunca ha habido un "estado de derecho", hoy vemos al ejército aplicar en todo el país, la ley del más fuerte. El ejército y su azul disfraz, la policía federal, son ya el único sostén del proyecto neoliberal en México. El hundimiento de instituciones claves como son los poderes de la Unión, la educación y la salud públicas, así como la profunda crisis económica desatada desde 2008, han llevado a que la única oferta de los políticos sea "la mano dura", con cualquiera de sus rostros: Felipe Calderón, Enrique Peña Nieto o Marcelo Ebrard. De Chihuahua a Chiapas y del News Divine a San Juan Copala, las botas militares ocupan, hostigan, torturan y matan a las poblaciones que viven en los territorios que se busca controlar. El supuesto combate al narcotráfico es la excusa para incursionar en estados como Michoacán, Guerrero, Oaxaca, Chiapas, criminalizando toda lucha social que intenta defender sus territorios, tachando estas luchas como “fachadas de la guerrilla” e imponiendo así la ley del garrote.
2. Acabar con los derechos sociales. En México, producto de la Revolución inconclusa de 1910, existen límites mínimos a la explotación de los trabajadores y a la entrega del país a los extranjeros. Esos son los últimos obstáculos que la actual ofensiva busca remover. Que hablemos de la situación catastrófica de la educación nacional o del servicio eléctrico, de la devastación del campo o de la privatización del agua, el conjunto de derechos conquistados durante décadas de lucha están siendo liquidados. Nadie olvida que el levantamiento zapatista fue causado por la contrarreforma del Artículo 27 constitucional. Hoy vivimos la privatización de la energía eléctrica mediante la liquidación de las empresas paraestatales y el golpe brutal e ilegal contra el SME. También crecen las amenazas transgénicas contra nuestras semillas criollas. La educación sufre la asfixia presupuestal ilustrada por el drama de millones de jóvenes que no encuentran trabajo ni lugar en las escuelas. Y de la seguridad social mejor ni hablar, pues las pensiones han entrado en la ruleta de la especulación financiera mediante las Afores y los hospitales y clínicas son desmantelados y viven la falta cotidiana de recursos y medicinas. Como cereza del pastel, en abril de 2010 el partido de la derecha dura, PAN, propuso una contrarreforma a la Ley Federal del Trabajo, misma que busca destruir derechos fundamentales de los trabajadores como son el contrato colectivo, la estabilidad laboral, la duración de la jornada e incluso el derecho elemental de recibir un pago por trabajar.
3. Entrega del país a los grandes capitales. La guerra en curso tiene un objetivo fundamental: que las enormes riquezas del país sean explotadas por los grandes capitales. ¿A quién beneficia la Ley Monsanto y los permisos para sembrar transgénicos? A Monsanto, Cargill, Syngenta, etc. ¿A quién la extinción de Luz y Fuerza? A Iberdrola, AES, Mitsubishi, etc. Y lo mismo sucede en la minería, energía eólica, infraestructura, sector financiero, etc. etc. donde empresas de todo el mundo disfrutan de la manga ancha del calderonismo para "atraer inversiones". Mención especial merecen los barones locales, con Carlos Slim a la cabeza, quienes han logrado apoderarse de una importante rebanada del pastel. Que Slim sea el hombre más rico del mundo no debe ocultar los negocios millonarios de los Zambrano (Cemex), los Azcárraga (Televisa), los Hernández (Maseca) y tutti gli altri. Mientras este puñado de ladrones se paga la vida de reyes, 50 millones de mexicanos viven en la pobreza y cientos de miles migran al Norte en busca de mejor vida, sólo para encontrar la muerte en manos de la migra, el desierto o los cazamigrantes.
4. Los gringos al rescate. Como nunca en la historia, el gobierno de Felipe Calderón ha abandonado el país en manos del Estado y el ejército de Estados Unidos. México se está convirtiendo en un protectorado gringo. Las decisiones cruciales son tuteladas por nuestros "generosos" vecinos, que reparten dólares y armas al por mayor, aumentando su influencia en la vida del país. Sólo en 2010, la realización de maniobras militares conjuntas, la visita de una delegación militar encabezada por la Secretaria de Estado Hillary Clinton, y la orden dada por la Secretaria de Seguridad Interna, Janet Napolitano, de retirar el ejército de Juárez, han sido tres muestras de quién lleva las riendas del país. El actual gobierno se ha subordinado por completo a los dictados de los gringos sintetizados en la Iniciativa Mérida y las recientes pretensiones de implementar un "Plan Colombia" en México. La asistencia militar (armas, recursos, entrenamiento) será complementada por la acción directa de los soldados y mercenarios de Estados Unidos en nuestro país, gozando por supuesto, de total impunidad.
En este panorama, los medios masivos de incomunicación juegan un papel esencial. Nunca sobra recordar la participación de los medios comerciales en campañas de desestabilización en muchas partes del mundo: "El Mercurio" en Chile contra el gobierno de Salvador Allende, "The Daily Gleaner" en Jamaica contra el gobierno de Michael Manley, "La Prensa" en Nicaragua contra los sandinistas, los medios de la ultraderecha en Venezuela contra el gobierno de Hugo Chávez, los televisoras en Honduras contra el gobierno de Manuel Zelaya. Mención aparte merece la "cobertura" de la invasión de Estados Unidos en Afganistán e Irak, operación propagandística con la que las grandes cadenas desinformativas de Estados Unidos, especialmente Fox News, se dedicaron a "crear el enemigo" que necesitaba Baby Bush para meter la mano en esa región del mundo. Del mismo modo, la "Sociedad Interamericana de la Prensa (SIP)" y "National Endowment for Democracy (NED)" son instrumentos de intervención mediática de la CIA en América Latina. Todos estos son ejemplos de la centralidad de los medios para la dominación social que sufrimos.
México ha sido un "laboratorio" de primer nivel para experimentar con las técnicas de control social a través de los medios masivos de incomunicación. Desde los tiempos de Díaz Ordaz, se formuló el modus operandi de estos actores. En un documento interno del gobierno mexicano de los años 60, depositado en el Archivo General de la Nación, podemos leer: "Por la acción de la propaganda política podemos concebir un mundo dominado por una Tiranía Invisible que adopta la forma de un gobierno democrático". Palabras casi cincuentonas que, desgraciadamente, no han perdido su vigencia. Condicionamiento y manipulación son la añeja pero efectiva receta de los medios comerciales para mantenernos quietecitos mientras el país se desintegra.
Y ello no se limita a los momentos de crisis, sino que abarca nuestra vida cotidiana. Los medios masivos de incomunicación modelan nuestras vidas a través de sus mensajes: dictan pautas de comportamiento, nos dicen qué hacer, cómo y cuándo; establecen las jerarquías de lo aceptable, de lo "bueno" y lo "malo"; encumbran o derrumban figuras públicas, etc. En el terreno de la lucha social, estos medios comerciales se comportan como ejércitos mercenarios al servicio del mejor postor y como eficaces guardianes del orden establecido. El "pensamiento estratégico" de los medios masivos está guiado por las técnicas conductistas y de manipulación de la mal llamada "opinión pública". Y no podría ser de otro modo cuando sabemos que detrás de la supuesta "objetividad" de los comunicadores, los lazos del poder se tejen en sólidas redes: así, tenemos que Bill Gates, dueño de Microsoft, es un importante accionista de Televisa, y que Carlos Slim es uno de los dueños del New York Times.
En los últimos 20 años, políticos y dueños de los medios han establecido una alianza estratégica de mutuo beneficio: el control de la población que garantizan los medios y que permite que ladrones y asesinos gobiernen el país, es premiado con las decisiones gubernamentales que mantienen el duopolio Televisa – TV Azteca sobre todo el país. Mientras los medios masivos se presentan como el teatro de la democracia y la diversidad, una mirada sobre los propietarios de las empresas de radio y televisión nos muestra que un puñado de actores controla la difusión de mensajes homogéneos que apuntalan el control social.
Las concesiones para televisión abierta se reparten entre Televisa y TV Azteca, que en 2008 controlaban 401 concesiones, representando poco más de 87% del total. Ello da lugar a negocios millonarios: en 2008 Televisa reportó ingresos por más de 39 mil millones de pesos (70% de los ingresos por televisión abierta); TV Azteca tuvo ingresos nada despreciables de más de 9 mil millones de pesos. La situación en la radio no es muy diferente: Grupo ACIR controla 160 emisoras en 26 ciudades de México y Grupo Radio Centro hace lo propio con más de 100 emisoras; estos grupos radiofónicos reportan 50% de la audiencia en la Ciudad Monstruo (Ciudad de México) ¿Qué diversidad u objetividad puede existir cuando la enorme mayoría de las emisoras de radio y televisión son controladas por 4 empresas? En esas condiciones oligopólicas, la comunicación hecha mercancía se modela y se vende al mejor postor.
Los medios comerciales, y en particular la televisión, constituyen el principal vínculo de "comunicación" en el país. Históricamente, el Estado mexicano se ha dedicado a dos cosas: dejar en manos de los empresarios privados el espacio de la comunicación y reprimir las iniciativas que desde la sociedad intentan quebrar el monopolio mediático. Desafiar este monopolio es una tarea esencial para transformar el país. Por ello, los medios libres, asociativos, comunitarios, representan actores estratégicos en la lucha social.
La historia reciente habla de la importancia de los medios libres. En 1994 las incipientes redes a través de internet ayudaron a detener la guerra contra el EZLN y las comunidades indígenas en resistencia. La difusión de los hechos represivos en Atenco y de la tenaz resistencia de los pueblos oaxaqueños en 2006 representaron un salto cualitativo para los medios libres, que aprendieron a abrir espacios para quienes luchan contra el capital y sus gobiernos.
Primero en mayo, ante el linchamiento mediático de los campesinos del Frente de Pueblos en Defensa de la Tierra de San Salvador Atenco, los medios libres abrieron un espacio de denuncia sobre las torturas y violaciones sufridas por l@s detendid@s, y transmitieron los llamados a la acción en solidaridad con los presos. Poco después, en el verano y otoño de 2006, los medios libres y reapropiados ocuparon un sitio esencial en la resistencia de los pueblos oaxaqueños: Radio Plantón, emisora del magisterio democrático, Radio Universidad, que acabó siendo el último bastión del movimiento oaxaqueño, la ocupación de radios e incluso una emisora televisiva, el trabajo de medios libres como Indymedia Oaxaca y otras iniciativas, todos, permitieron que estos pueblos pudieran combatir con eficacia la mentira mediática, al punto que su resistencia sólo pudo ser quebrada por la brutal represión de la PFP.
Actualmente, frente a la descomposición del régimen y la militarización, los medios libres representan las únicas ventanas por las que se cuelan retazos de la realidad que contrarrestan las mentiras de la propaganda gubernamental. Al desafiar el monopolio mediático, los medios libres golpean uno de los pilares del control social en este país. Y es por ello que son duramente perseguidos, particularmente aquellos que alcanzan una difusión masiva como son las radios.
En efecto, las radios libres han pagado una alta cuota de sangre y esfuerzos desmantelados por la acción de las autoridades. En este terreno también se advierte el endurecimiento del régimen. De acuerdo con la legislación de medios, que no contempla un estatuto definido para las radios libres o comunitarias, transmitir sin permiso es penado con una multa y el decomiso del equipo. Durante décadas, así actuó el gobierno. Sin embargo, a partir de 2007 – 2008, la administración calderonista ha cambiado de estrategia y mediante un ilegal recurso jurídico, acusa a quienes transmiten sin permiso de "daños a los bienes nacionales", delito penado con 12 años de cárcel y multa de 50 mil pesos. Están en marcha dos procesos legales donde compañer@s han sido acusados de este "original" delito: Rosa Cruz, de la radio comunitaria purépecha Uekakua, que transmitía con 5 watts de potencia desde la comunidad de Ocumicho, Michoacán, y Héctor Camero, miembro de la Radio Tierra y Libertad de Monterrey, Nuevo León.
Con su dureza, el arsenal jurídico ocupa un segundo plano frente a la interferencia, los asesinatos y agresiones físicas contra quienes construyen las radios libres o comunitarias.
En Oaxaca, Chiapas y Distrito Federal, la interferencia mediante otra señal de radiofrecuencia más potente ha sido ampliamente utilizada por los gobiernos locales o por el federal para intentar callar a las radios libres o comunitarias:
Radio Insurgente, emisora del EZLN, fue interferida en Chenalhó
Radio Plantón y Radio Universidad en Oaxaca capital fueron interferidas durante el movimiento de 2006. Actualmente Radio Plantón debe saltar de frecuencia para evitar ser interferida.
En Guerrero, Radio Ñomndaa ha visto reducido su alcance por la presencia de una señal de Acapulco, que impide que "La Palabra del Agua" se escuche en Ometepec, la cuidad más cercana a Xochistlahuaca.
En Ciudad Monstruo, Regeneración Radio (105.3 FM) y La Voz de Villa (91.7 FM) han sido bloqueadas por una transmisión de mensajes esotéricos y música grupera desde 2009.
En ocasiones la interferencia toma la forma de un acto contrainsurgente como sucedió en Cancún durante las movilizaciones contra la reunión de la OMC (2003), cuando un buque de guerra atracado en ese puerto, bloqueó todos los espacios vacíos en el dial a fin de evitar su uso por las radios libres.
La Ké Huelga Radio ha sufrido cuatro interferencias en sus 11 años de existencia. Durante la huelga estudiantil de 1999 y en 2000 con el ruido de una sirena; actualmente mediante dos señales: una estación "anónima" que transmite mensajes esotéricos y música grupera, y Radio Josna, emisora ligada al PRI del Estado de México que transmite desde Ciudad Neza. En junio de 2010 ambas interferencias han cesado. Sin embargo no descartamos ni la posibilidad de un golpe represivo del Estado contra la Ké Huelga, ni el retorno de las interferencias
Interferir una señal de radio que no persigue fines comerciales constituye una abierta negación al derecho universal de libre expresión.
Menos frecuentes, los asesinatos y las agresiones físicas también han golpeado a los medios libres. Recordemos como ejemplo doloroso el asesinato de Felícitas Martínez y Teresa Bautista, comunicadoras del pueblo triqui e integrantes de la radio "La Voz que rompe el silencio", quienes fueron brutalmente asesinadas en abril de 2008. L@s compas de Radio Ñomdaa también han sufrido encarcelamiento (David Valtierra en 2007) intentos de desmantelamiento (2008) y golpizas (Obed Valtierra en 2009).
Frente al proyecto capitalista que mediante el terror, la fuerza militar y las mentiras propagandísticas pretende crear un nuevo paraíso para los ricos y sus sirvientes de la casta política, mantener un proyecto de libre comunicación no ha resultado una tarea sencilla. Nuestra radio, la Ké Huelga, nacida al calor de la huelga estudiantil de 1999 contra la privatización de la educación, ha tenido como vocación principal, abrir un espacio de comunicación masiva para aquellas personas y organizaciones que luchan por transformar sus vidas. Durante 11 años hemos interactuado con cientos de experiencias de lucha y resistencia de México y el mundo. Nuestra permanencia en el cuadrante de la FM y en internet ha permitido que much@s compañer@s se hayan apropiado del espacio y lo ocupen para difundir sus pensamientos e iniciativas. Ello ha sido posible gracias a la reapropiación de las tecnologías necesarias para transmitir y al compromiso de cientos de personas que han participado en el proyecto durante estos 11 años.
Concebida como espacio de comunicación e intercambio, la Ké Huelga ha abierto posibilidades de diálogo y encuentro que ponen en cuestión dos mecanismos fundamentales del control social: la incomunicación y el silencio mediático.
